Allan Culver is a dedicated public servant with nearly 24 years of experience as a prosecutor in Carroll County. He currently serves as Special Counsel to State’s Attorney Haven Shoemaker, where he continues to pursue justice with integrity, fairness, and a deep commitment to the safety of our community.

Allan graduated from Providence College in 1992 with a Bachelor’s Degree in Political Science and earned his Juris Doctor from the University of Baltimore School of Law in 1999. He joined the Carroll County State’s Attorney’s Office in 2001 and has since handled hundreds of cases — from minor traffic violations to the most serious criminal offenses, including homicide.

Shortly after beginning his career in Carroll County, Allan and his wife Janet made the county their home. Together, they raised three children, all proud graduates of Liberty High School. Outside of the courtroom, Allan enjoys playing golf, coaching youth soccer, working with his therapy dog, and spending quality time with his family.

In 2018, Allan was honored as “Prosecutor of the Year” at the Carroll County Public Safety Awards, sponsored by the Carroll County Chamber of Commerce — a reflection of his professional excellence and community impact.

 

Allan is not a politician; he is a career prosecutor who believes the justice system should serve the people — not political interests. His campaign is focused on running an effective, transparent, and accountable State’s Attorney’s Office that puts the citizens of Carroll County first.
